Silence of the Lambs ... degrees aggressive Kazakhization spread in high school hallways

Michael Park: Kazakhstan government does not overcome the language barrier
Radical students of the Kazakh Branch won in a single university. Contrary to the Constitution of Kazakhstan. Contrary to the laws of the country. Contrary to even the most ordinary human logic. On the eve dismissed Dean of the Faculty of Journalism of the main university of the country - TREASURY, Galia Ibraeva. This in itself is not God only knows what event: not only whether the officers deprived of their armchairs? But here’s the background, which was accompanied by the form of translation, in fact - retirement, deserves special attention. In fact, the head of the faculty of the Kazakh Branch of the students changed, arguing that their supervisor does not speak the state language on the need for young specialists training level. They rebelled (in fairness it should be noted: the reason for the strike were the structural problems of the university, and the language has become an additional argument in dialogue with administration), management alma mater made concessions. Chief among them - became the dean of care, which are not a common language with the students. This is an interesting precedent, given the severity of latent linguistic debate in Kazakhstan could well be a starting point to exit into a public controversy plane. Especially because the subject matter is already quite mature enough for a civilized dialogue within the country.
However, the logic of the ruling ideology does not allow it. Absolutely the right course for inter-ethnic tolerance officials in Kazakhstan is understood too linear - to preserve the “friendship of peoples”, inherited from the Soviet Union, statesmen prefer trimmed public field of unwanted speech, not allowing a potential debater overcome the language barrier. This is partly why the media chose to silence the nationalist demands of youth. They were instructed tongue.
A talk would be worth it.
For example, why in Estonia, large commercial structures - banks, for example, recently put up requirement - the applicant for any of the positions where you have to make decisions that have to know Russian language? Estonians, who by the way, many have moved farther along the path of complete washout of Russian culture from their own cultural space, but to 20 years of independence for themselves suddenly realized: carriers of only one of the Estonian language are no longer competitive. Analogy to snap.
You can still talk about the quality and level of teaching staff in Kazakhstan. I was just wondering: rebellious students someone to explain what would happen if we leave only the teachers, good and qualitative owning only one of the Kazakh language? It’s no secret that the current generation of Kazakh intellectuals - those who make up the backbone of the teaching in the universities - to protect the vast majority in Russia. They were trained in Russian language, written in the language of Pushkin’s writings - and comparing the level of teacher training, tailored to Moscow templates with the current Kazakh - it would be, at least, naive. This does not mean that professionals who defended in the republic - profneprigodny. It means: an unwillingness to accept the Russian language as one of the languages of instruction - pure speculation student. There is no qualitative translated into the Kazakh language textbooks, a sufficient number of translations of world literature. And you have no less than twenty years of intensive work before the Kazakh student will be able to watch in world history or literature in his native language.
But there is another example of Kyrgyzstan. So many people tell us - loses the Russian language, south of the country began to rapidly marginalized. Why? Because the Soviet ideals were out of date. A new - no one is formulated. As a result, two dozen years in the mountains of Kyrgyzstan have grown children, who knew neither Russian, nor (really) Kirghiz. Let me answer the patriots of this country - whether Kyrgyzstan has had time to print the book in the official language in the right quantity, and most importantly, quality? I think not. And the first thing done yesterday’s children who grew up in the oral folk art, when the tension? Went to defend the ideals of epic warriors. I am certainly far from thinking that the cause of inter-ethnic massacres in Osh was the lack of Russian language. But I am convinced that one of the components of the tragedy - was the general level of culture that had fallen to a record after the ousting of the Russian language from the region.
However, I am aware that a direct and unambiguous recipe for dealing with language problems do not exist and can not in principle. Only one thing is certain: it is not solved by the student revolt with the thick smell of nationalism. But most importantly - to encourage such stocks - means to provoke the emergence of new ones. Students may not hold much. Factor stimulation may be a teacher, not taking bribes. And the easiest way - to declare such a foe of the Kazakh people, accusing him of bad linguistics. Or maybe, it’s easier then to arrange an exam at the Kazakh language for teachers to modify the Constitution? So it will be a lot more honest. After all, no one remembered that the teacher - is much more important to know the subject. Everything else - a conversation, excuse me, pointless.
But the government apparently has no control over this area. Years of silence did their job: now loosened tongues of leaders with quite radical slogans and demands. From marginal environment increases systemic problem that requires greater efforts to resolve. But what is interesting. Heard anything about the attempts of the authorities to pay a little wave? None. Kazakh authorities, who pride themselves on ethnic tolerance, silence once again. Silent leadership of the university. Silent Kazakhstan People’s Assembly. But in numerous blogs, the students say. And they tell a rather amusing things.
For example, a user account Sumire: «The pair has just begun, as we were interrupted and asked the whole group to go to another room, which will host the conference. What kind of event we have not explained. We thought it was a regular meeting where it will sit a bunch of strange characters and we extensively discuss a specific topic. The first and second courses, we are often chased by those conferences for extras. It all started pretty well. They had four. One girl and three young men. One of them, I remember, was a graduate of the Faculty of Philosophy and Political Science of our university. From the first minutes it was clear that the conference will be held in the state language. But it did not surprise us. Common. Benefit most from our group understands and speak Kazakh. The first speaker, judging by his words, a member of Jas Otan (youth wing of the ruling party “Nur Otan” - IA REGNUM). Tall, a little nervous in manner and voice. Spoke abruptly and loudly. From his mouth, I learned that Kazakhstan threatened by external forces. In particular, Uzbeks, and flooded the whole South, soon completely displace out of the Kazakhs. In the north - Russia, the eternal aggressor that has already had time “to select the Omsk and Orenburg. In the East - China, claiming to be Kazakh land. A young man called on students to unite in front of all these threats. Worried that “we the Kazakhs are too few.” And the final phrase had to open our mouths: “We (ie, Kazakhs) - Turks and our religion - Islam.” We even have asked each other to make sure heard. To loud applause “zhas otanovets” took his place. The next was the same graduate from the Faculty of Philosophy and Political Science. Spoke in the same spirit. Vehemently protested against the education of foreign students in institutions of our country, “bleeding room for Kazakh students.” But mostly I remember him saying: “You can not understand me, but Ahmet Batursynova at the time also did not understand.” What can I say? I do not know anyone think you are, this “Magnificent Four”. Whether the new Kazakh intelligentsia, whether alashordintsami, radeyuschimi for the fate of his nation and state. Third wonders why, when the Kazakh Kazakh to meet and speak in Russian? Denounced this phenomenon is a disgrace. Apparently, he was a faithful follower of (the poet, nationalist - aut.) Mukhtar Shakhanova. The last straw for me was the comparison of Kazakhstan with the empire of Genghis Khan. According to the speaker (do not know, spoke as a conqueror or not), Genghis Khan once said that “anyone who interferes with the establishment of the state must ruthlessly destroy.” More on this absurd play, I could not sit. By virtue of their beliefs, the roots and morality for me, these remarks were a personal affront. ”
That this be added? Just remember the old bureaucratic rule. It reads: “can not stop the process - to lead it.” This principle seems to be at the heart of the Kazakh authorities.

Chronograph The level of rejection - 94%
The level of rejection - 94%
Sergei Duvanov: “Even the norm of the Basic Law is contrary to international legal acts” (Photo by Nikolai Soloviev)
Galina Katkov
This conclusion is contained in the report on freedom of peaceful assembly in Kazakhstan for the year 2010. It was presented in Kostanay at a roundtable with representatives of various parties, public associations, and executive human rights activist Sergei Duvanov, who promised freedom to voice about this “killer numbers”. And killing.
One can, others - Downey, SC
Last year, in 6 cities of Kazakhstan: Astana, Almaty, Karaganda, Pavlodar, Uralsk and Ust-Kamenogorsk, employees of the Kazakhstan International Bureau for Human Rights 11 months have been monitoring assembly. The most famous of their form - the rallies. During this time, the organizers of shares filed in the executive authorities of 172 applications. In 162 cases they were denied - it is 94%. The activists of the unregistered party “Alga” filed simultaneously 159 nominations for holding pickets outside the offices of the party “Nur Otan” in protest against the adoption of the Law on the leader of the nation. ” None of them was not satisfied.
Not meet the demands of all but the party “Nur Otan”, which, according to Duvanov failure not receiving ever - is long enshrined the principle of the practice of the authorities. Refine all the same, that we are talking about the peaceful assembly of a political nature.
- Once we have something going to hold, then there is contracted snow removal, the cleaning technology - told a round table representative of the party “Alga” Nikolay Chumakov. - Comes to the ridiculous. Once our driver mistakenly drove to the building of the regional court, and after it reached such a technique deployed elsewhere. Another example of our everyday lives - on the square in front of akimat where Kostanay personal conduct alleged can not, young people hold a fair amount of posters “We are for a referendum.” We filed an application for his actions in the same place just a week. We were not allowed. Explained that it was, it turns out, a flash mob. Recall that the action lasted about one hour!
No sanctions - guilty
That is why in Kazakhstan, along with increased failure rate increases the number of peaceful assembly, held unsanctioned. Why ask, if still not allowed? In Almaty, for example, last year only three meetings have been given good. Two - Communist activities in honor of the birthday of Lenin, and November 7, and one - at the doors of the National Press Club memory of slain journalists.
In 2010, 84% of assembly has passed without any sanctions. It is twice more, according to the report than it was 4-5 years ago. Although it is the authorization - a special question. This is the main accused, for example, that impose the courts to those who get there for organizing or participating in rallies and marches. The absence of penalties - is cause for punishment, though it is inconsistent with national legislation. Article 32 of Kazakhstan Constitution guarantees citizens the right to peacefully assemble, stipulating, however, that the realization of this right may be restricted in the interests of state security, health, rights and freedoms of others.
- But when the journalists of the newspaper “Respublika” in a public place just stood there in silence, holding in front of a completely clean sheet of paper, they were brought to justice - told Duvanov. - And no one in court was not asked the question, and what exactly they encroached on the interests of state security or the rights of other citizens. Without the sanction - hence guilty.
And this despite the fact that our very national legislation, specifically - that part of the article. 32 of the Constitution, which states the restrictions contrary to the Covenant on Civil and Political Rights, the Republic of Kazakhstan at the time signed, and another series of similar documents. Although international standards should prevail, it is not executed. In Europe, the power of the state machine is always aimed at, to keep calm and maintain order during the assembly of citizens. Yes, it is quite possible that when 50 of the National Socialists in Germany will be surrounded by thousands of police, but they are chanting slogans to express their opinion, it is not prohibited.
In Kazakhstan Bureau for Human Rights does not know of examples where the authorities would give permission to the political opposition to express views that differ from the official point of view.
Report on freedom of peaceful assembly today in Government, in many embassies. In summarizing the part it contains proposals to revise the norms of legislation, directly guided by international standards, etc. However, in a live conversation sounded quite comprehensible fears that the recent developments in the Arab world, Kazakhstan’s legislation, on the contrary, even more severely limit freedom of assembly.

Such a proposal deputies arrived at the debate, which was organized in February 22 Kostanay social movement “Generation”. Deputies responded to the offer maslikhat Vladimir Baranov and Almaty Aidos. Deputy Head of General Department of Housing, public transport and roads akimat Kostanay “Urastay Ramazanov, who was also invited, did not appear. Presidents come and PKSK.
- During the 10 years that there PKSK, they did nothing - said in its report, the AP “Generation” Victor REGULATIONS. - During this time, no house was renovated. PKSK not even report to the members of cooperatives for the money. Kazakhstan’s President in his address to the people noted that the need to take seriously for housing. And as we have with PKSK able to do this?
The deputies confirmed that the residential sector has developed Kostanay really unfavorable situation. But one reason for this was called the reluctance of residents to participate in the PKSK.
Equally skeptical participants appreciated the debate and work condominiums.
- Pushing people to condominiums, the state washes its hands in front of many challenges - says Arkady Denis. - They just sbagrivayut porches, attics, and other municipal property on the shoulders of the tenants in order to absolve themselves of any responsibility and does not allocate money for their content. I do believe that the current system PKSK - unsuccessful experiment with the public. Need all 103 PKSK city to reorganize and return to the experience of the Soviet Union - the trust of the production of housing (PTZHH). This powerful service should be at the Governor’s office. And every home should have a building manager who will apply for these or other work.

Message from the President demanded increasing costs
Until the end of this week Kazakh Parliament should conclude its consideration of corrections budget. Government in the forthcoming implementation identified in the Letter of three national and seven sectoral programs considered that the expenditure budget is expected to grow by 290 billion tenge.
- If an adjustment is adopted, the budget of Kazakhstan come close to $ 5 trillion tenge, - said at a press conference in Kostanay Executive Secretary of the Ministry of Agriculture Eugene AMAN. - One of the most powerful additions planned for the employment program. Costs it initially planned in the amount of 40 billion tenge, the adjustment will add as much again.
Of these, about 13 billion plan to pay for retraining, and more than 3 billion - at the micro-credit rural residents. In Kazakhstan today, more than 2 million people have the status of self-employed, half of them live in rural areas. State and non-profit microcredit program should give them the opportunity to open a small business - get a favorable long-term loan of up to 3 million tenge. Another program, which provides significant additional resources - housing. About 70 bn is expected to pour in Zhilstroibank to lower mortgage rates to 11%. Waiting for a Russian in Russia?
State program to assist the voluntary resettlement: a view from Bishkek
Vladimir Putin became the first Russian leaders, who declared the problem of compatriots abroad a priority in foreign policy. Without a doubt, this was a powerful political solution ...
Of course, in all historical times, Russian migrated in the same way as many other nations. Passed from one prince to another, and fled south on the Don, the Urals and beyond, to Siberia. And in neighboring Lithuania and Poland was a constant stream of migrants. However, the fate of their former compatriots Russia’s rulers are never as they say, especially not bother, at least officially. This also applies to the Kings, and general secretaries. In the Middle Ages, perhaps the only prince Kurbsky, escaped to Poland, was able to “get it” Ivan the Terrible with his “charming letters.” Incidentally, it is clear that neither the Russian diaspora that time was not worth waiting for anything good from the Motherland, not Russia itself is nothing but a headache, the Diaspora did not deliver. Ice pick, nastignuvshy Trotsky could be called a kind of historical symbol of Russia’s relationship to its diaspora. Meanwhile, the history of mankind since ancient times and known examples of successful people of the diaspora.
The twentieth century brought the situation with the diaspora to a qualitatively new level. Huge masses of people moved by reason or another, from one continent to another. Many of the nations of the world owe their success precisely migrants and diasporas.
However, we are more interested in Russia. By the beginning of the twenty-first century. country not only lost a significant part of territories, but also on the verge of degradation and decay. Outside Russia, experts say, is home to between 25 million to hundreds of millions of compatriots.
And perhaps not coincidentally, VV Putin, the country stopping at the last line, has announced the problem of compatriots abroad one of the most important foreign policy priorities. And then was adopted and the State program to assist the voluntary resettlement, perceived diaspora in Central Asia, almost enthusiastically. But, unfortunately, that all and limited, because the program is, in fact, failed, as President Medvedev and signaled the audience, when I took part in the work of the Bishops’ Council.
Why is it such a wonderful idea has been so mediocre failures of Russian officials? After all, there are also examples of successful work with the diaspora. This is both Germany and Israel, and many other countries. Even Kazakhstan has demonstrated far more effective its work program with oralmen (Kazakh diaspora). A total of Kazakhstan from abroad have returned nearly a million Kazakhs.
Against this background, about two tens of thousands of people in Russia for the duration of the program looks like just a pity, given the more than tenfold difference in the number of Kazakh and Russian.
Even estimated that Russian had to return to Russia of the order of 12-15 million people, worked our officials as their Kazakh counterparts.
It is impossible in this case say that Kazakhstan is any richer than Russia. Level of local bureaucracy beneath criticism. But while the Kazakh Oralmans receive a social package with the incomparable intended for Russian immigrants. And does not having to offend oralmans note that immigrants are in fact continuous headache for local bureaucrats after their arrival in the land of their ancestors. You can still somehow understand that Germany is more effective in working with its diaspora, but how do you explain our backlog, even from Kazakhstan!
As this topic is extremely important for the Russian diaspora, and Russia’s image suffers from (title of our fellow citizens, local, internet does not hide the malice), let’s try to understand why we have obtained in chernomyrdinski, that is, as always?
Russian appeared in Central Asia for some time. For much of the Russian population of the region have long been present homeland. Many cases where family roots in the XIX or even into XVIII century. Of course, we consider ourselves native inhabitants of these places, and relocate to throw hard. Nevertheless, 4.5 million Russian had already moved to Russia, self-propelled, and it is clear that not a good life. Vladimir Putin called the incident with the country and the people of “the tragedy of global proportions,” and indeed it is (whatever the appearances of our sworn friends in Russia, and behind the hill). It was hard to all Russians, but it is doubly difficult it was to us, Russian, stranded overnight in their home and also have a foreign country. It was hard to hear the claims, “Go to him to Russia.” Somewhere all happened rather quietly, somewhere not so. However, this is a topic for another conversation.
In order, apparently, to justify their ineffective work of Russian bureaucrats are trying to convince the public of Russia, and along with his superiors that, they say, everyone who wanted one left. Repeatedly lobbied attempts at legislation, closing its doors to immigrants. This is understandable: “No man, no problem.” But all these attempts - not just a small lie, and, in fact, a crime against the Russian people. Indeed, only Kyrgyzstan and Kazakhstan each year moved to Russia 45-50 thousand people.
And only a small fraction of emigrants was able to take advantage of the State Program, with its semi-mythical privileges and preferences are so fond of reproaching immigrants.
At the heart of the relationship to the Diaspora is, of course, big politics. It is not excluded that the duumvirate motivated by a sense of patriotism, but also economic issues are playing a significant role.
And here’s why. Accurate statistics on the relocation or not, or it is difficult to find, but experts agree that the number of immigrants from countries in the region amounted to about 4-5 million people. Moved the majority of people are flourishing age, the elderly often remain. Virtually all of these were enough skilled workers. Anyway, never heard that someone in Russia was faced with finding employment or retraining. Undoubtedly, all these immigrants significantly improve the demographic situation in the country, which in itself is a very important asset for today’s Russia. Not to mention the millions of professionals in training are not spent a penny.
But, in addition, migrants often are transported to a business or start their production in Russia by creating jobs. In addition, they buy houses, carrying with him and wealth in the form of acquired property. Priplyusuem here purchasing power of these millions of new citizens of Russia, the amount of taxes that come into the state budget, savings banks, etc. Even a simple registration of passports and other documents of immigrants brings a profit to the state hundreds of millions of dollars. And yet for those revenues the state, even not lift a finger. Perhaps, the specialists, all counting, such as to clarify these figures, but, I think, only upward.
So why is stalling Resettlement Program? Why do people choose to move, avoiding the resettlement office? The answer is obvious: because it leaves our own peril. The program works on an official, not per person. And officials are known to be patriotic is to “... teen site after personal gain. Here is a living example of the last issue of the international newspaper “World”, published in Kazakhstan. Someone Andrey Shilov, almaatinets, 35 years old, non-drinker, non-smoker, years of experience a driver for 15 years and in addition, a mechanic, mechanic, electric and gas welder, filed papers to move to the city of Ussuriysk. And what do you think he answered? Correct in thinking: a workplace for him in Ussuriysk not. Andrei Viktorovich managed to get the IV International Information Forum “Integration compatriots-2010, where he met with city officials to face ... And that’s what Shilov answered a reporter’s question: “Yes, actually I do not expect any leniency from the authorities. I will build myself, since I have a head on his shoulders and a pair of hands in the bargain. ” Here is the answer to all questions with one or other variations on a theme. And it does not get lost!
After the terrible events of last year the Russian population in Kyrgyzstan, especially in the south, have declined sharply. However, it is unlikely you have heard that somewhere in Russia there were tent camp for displaced persons-countrymen. People have moved to a pre-prepared positions, or, at worst, settled with relatives. This again suggests that we do not rely on the officials, but only to themselves. That is both good and bad simultaneously.
Good - because our people have learned to survive on their own, under capitalism, and life in the Diaspora. Thanks to the leadership of Russia for their care, but in our circumstances, we have a saying: “As long as the sun rises, the dew vyest eyes.” Everyone who can, quietly trying to build themselves a home in Russia. The only pity is that “hard-righteous do not nazhivesh chambers of stone.” Not every family can acquire a flat or house in Russia, and if it fails, then the process has stretched on for years.
And the bad - because other countries are going anyway. And the model may well serve as Germany and Israel. But the only model that does not necessarily follow literally, taking over everything, as the saying goes, “a blueprint”.
Just look at the intangible conditions that are available to potential migrants, beginning with the fact that every Jew, by birth, given the right to Israeli citizenship. Every Jew knows that under no circumstances should be extradited to another state, and it was not once confirmed, not in words but in deeds.
In Russia, easy to get citizenship of all kinds of thieves in the law of Georgia, but the law-abiding citizen until recently, so it was easy to get a coveted passport. And now this is not easy.
Russia clearly would be favorable to his countrymen, bringing her more than a decent income.
Or there exists, for example, the practice of resettlement, when Koreans send their children to study in Russia, and only then tightened and the whole family. It would seem that something much simpler: provide a quota for the countrymen to the universities of Russia in the required amounts and under certain conditions, up to finance his training and the provision of credit to an apartment on concessional terms, and at least you are guaranteed that the young man will remain in the region. And behind him, look, fit and other family members. But our officials are working on the program, apparently guided by the psychology of recruiters to the galleys in medieval times. The main thing: to lure a ship - and there too, and not weed.
Compatriots in the region - completely professional people, mostly urban dwellers, mainly with higher and secondary special education. And these people are asked to move some nicely where the royal galley slaves while at work. But in Russia is full of places where the great empty land! But to impose land to all comers, and specifying any conditions of its offer to buy small plots for decent money. But remember, as of old gave to the land. “Take as much per day oboydesh” - or something like that ... For such a ground and dragged settlers in Siberia. Forgive me for slang, but “greed fraera ruined.” Referred to a driver-mechanic-welder again plans to spend lifting the purchase of land. Well, not the paradox it?
Give a man a land of free, interest-free loan, with repayment of debt, provided it is handled by a certain number of years. Or the state more profitable to keep the land for decades under the weeds and weeds?
Do not be mistaken if we assume that the benefit is only for official, which are given to this matter. Here you and your hands warm, but it does not, so let yourself disappear.
In my opinion, both Putin and Medvedev really seriously intend to intensify work with the diaspora, but it is clear that state leaders can not and should not be personally engaged in all projects, no matter how important they are. However, the political will in Russia is necessary. Simple exhortations country does not gather, for the bureaucratic “cat Vaska” listens yes eat. Mr President of Russia, not if you find that to realize your great appeal, “Forward, Russia!” You can only manage to become effective? And nothing else!

German expert: Elections in Kazakhstan - not comedy, not tragedy
Category: Politics
Großansicht des Bildes mit der Bildunterschrift: Nursultan Nazarbayev has ruled Kazakhstan since 1989 and is preparing to rule on
Situation around the early elections in Kazakhstan, especially for the Deutsche Welle commented an expert on Central Asia from the University of Bremen, Beate Eshment.
Kazakhstan has completed the nomination of candidates for president. In Europe, interest in this election is minimal, especially since the likelihood of re-election of Nursultan Nazarbayev seems almost absolute. Moreover, the scenario of keeping the power in the hands of Nazarbayev seems to suit Europe, particularly Germany, which is currently building a strategic commodity plans Partnership with Kazakhstan in the near future. More about this was discussed in the interview, which gave the Deutsche Welle German expert on Central Asia Beate Eshment (Dr.Beate Eschment).
Deutsche Welle: What impression have you as an observer from Germany, how are you preparing for presidential elections in Kazakhstan?
Bildunterschrift: Großansicht des Bildes mit der Bildunterschrift: Beate Eshment
Beate Eshment: Looking at the situation in Kazakhstan, it is difficult to decide what it is - comedy or tragedy. Remember the background to the referendum on the extension of Nazarbayev’s office, which in general has been a farce and blatant attempt to keep the current Kazakh President Nazarbayev in power until 2020. And only after it became clear that this effort - not the most successful, was replaced early elections. In general, all are reminiscent of bad theater. And in the same vein, most likely, will be held and an election fight.
-How do you assess the decision of the opposition in Kazakhstan to boycott the upcoming elections?
- The problem of opposition is that it does not have right now is really known candidates, not to mention the fact that the victory in the present circumstances no one there to anyone except for Nazarbayev. In opposition, there is no more prominent figures that lead to trust among the population. Although, of course, the opposition was not prepared for what will be announced early elections, and did not have time to prepare one, so to speak, as the primary candidate.
- What consequences will the victory of Nazarbayev, which seems to be no doubt for Kazakhstan?
Bildunterschrift: Großansicht des Bildes mit der Bildunterschrift: One of the leaders of Kazakh opposition Bulat Abilov
- I think that you can almost be sure that after 3 April by President Nazarbayev of Kazakhstan will be otherwise, for what to call early elections. In the short term this will mean that in Kazakhstan, nothing much will change, but in the long run, it is clear that Nazarbayev is aging, the presidents of the people is also not eternal. But that’s what worries me - no mechanism for transfer of power has not appeared, and to the transfer of authority is not ready nor opposition, nor, it seems, the family of the president.
- Interested in Germany that Nazarbayev to remain in power, given the interest in Berlin at the conclusion of the commodity partnership with Kazakhstan?
- Germany? Here it is necessary to share: I, too, was German and I critically assess developments in Kazakhstan. But you probably mean the German policy. Here everything is complicated - it’s hard to say how Nazarbayev is good for Germany, as with any other Kazakh leaders Berlin had no cases. But it is clear that the preservation of stability - in the interests of Germany. Nazarbayev - not the most authoritarian policies, and it is usually viewed as a “lesser evil.” Although, of course, the German government is very interested in the fact that in Kazakhstan, carried a truly democratic transformation, because this is a somewhat better light will expose itself and the German leadership. But this does not happen.

Pushed to the edge ... “The Russian Question” in the context of presidential elections
Pushed to the edge ... “The Russian Question” in the context of presidential elections
Category: Russian
Political elite Kazakhstan breathe more freely - all points of the i bear. Election date is known, the candidates are determined, the winner no doubt. True, the authorities ordered the picture significantly corrupts theme boycott by various political groups who do not want automatically become rows and neck. It is clear that such deligitimatsiya elections in the future could become a time bomb for the current regime.
In this context, is quite characteristic which appeared a few days ago a statement the chairman of the Slavic Movement “Lad” in Kazakhstan Maxim Kramarenko. They had been raised, and in fairly rigid form, “Russian question” in the context of the current political situation. Kazakh authorities have been expressly declared that the Russian, pushed to the political margin, there is little reasonable to support the regime because of their position in the country is not improving.
How not to say, but Russian-speaking diaspora, despite the migration losses, still has great potency and is about 1 / 3 of the total population of Kazakhstan. Traditionally, the Russian “extras” on all previous presidential elections, was mobilized reserve “High Command” - the presidential Ak Orda. Russian believed that President Nursultan Nazarbayev - this is our president. That he will not let them hurt kazahizatoram, and therefore gave virtually 100% of the election.
But perhaps not this time. Movement “Lad” unequivocally stated that the Russian will not want to go to the polls with “hostage syndrome”. And presented the “Hamburg score” the Kazakh authorities, recalling that the mass of broken promises credulous Russian electorate, no longer vyedesh.
Meanwhile, human and linguistic claims of the Russian public are known to all, including the OSCE. And the document they are quite clear. In it, in particular, explicitly states: “Kazakhstan evinces all the hallmarks of the state ethnocratic based on sequential folding of the Russian presence. Trends “Kazakhization” so obvious that even the neighboring “democratic” Kyrgyzstan in combating the “colonial legacy” refers directly to the experience of de-Russification in Kazakhstan.
Socio-psychological mood in the Russian environment leaves much to be desired. Most compatriots reconciled with the position of second class citizens. It is clear that in a nationally oriented state minorities exist as a residual. Hence, in a wild market, high unemployment and crime, particularly in the Russian youth. Raises serious concerns that these phenomena have distinct growth dynamics. Another 2-3 Five such “progress” and the Russian generation «next» become a generation «kriminal».
By the way, the older generation of Russian understands Lumpenization danger, and therefore trying by all means take their children to Russia. Your humble servant (former Kazakhstani and now Muscovite) is a living testament to the fact. I have it all: good health, higher education and energy. But no one here is not necessary. Did not want to leave, but pomykvshis in the “friend or foe,” had to take the right decision.
Here and in the statement of the movement “Lad says:” Do Russian Kazakhstan, or “natural” outcome of the Russian population of the republic is implicit in the construction plans mononational state modeled on neighboring Asian ethnocracy? ”
So the questions raised in the statement “Lada” must somehow respond. I would very much like to see from the Kazakh authorities had received a positive response. Yes, they say, we very much appreciate the role gosudarstvobrazueschego ethnic group in the creation of independent Kazakhstan and does not allow derogation of his constitutional rights. Live, work for the good of the country, and no “official” language of yours, no culture will be further undermined and cut. And the authorities will react to the facts of discrimination against the Russian “national minorities”.
But most likely, the authorities will beaten path - through awareness-raising campaign simulation properties to disavow the Russian message. I think that, first of all, the authorities will try to organize their kontrpodderzhku President Nazarbayev of the number of “other Russian” - they control pseudo-Russian Russian compatriots’ organizations. Let’s see what happens.
But one thing is clear from this issue of Russian and Russian-speaking population does not disappear. Yes, and the action, if it takes place, only confirm the obvious fact that the next draw of the “Russian card”. Awareness of the Russian-speaking environment in the local Kazakh reality is quite high and similar manipulation of today is hardly someone to be deceived. Russian issues raised in the forehead, and options as a slukavit, “weighed to deceive” are left.
It should be said that the statement “Lada”, primarily aimed at attracting public attention to the “creeping assimilation” which takes place in Kazakhstan, but the main thing - the further prospects of the life of the Russian diaspora, covered immigration sentiments. It is also a question to the Russian authorities about the fact that today’s policies in respect of Russian compatriots do not have clear values and priorities of the contours. It is obvious that without a national-cultural “Russian nuclear” all the mass of compatriots tend to decay. But worst of all, a large part of the Russian diaspora, namely the “other Russian, are formed - certainly not without external influence and impact - the anti-Russian sentiment. And, as we can watch on the situation in neighboring countries, a Russian “pole” are increasingly deploying against Moscow and its domestic and foreign policy.
Meanwhile, all the media space in recent times is full of news emanating from the Arab world. In Egypt, Tunisia, Libya and several other states have entered the virus of “color revolutions. We will not go into the background, aims and objectives of the Arab riots. Just to say that in addition to Arab countries in the area of political risk also includes a number of post-Soviet countries. Kazakhstan, of course, one of them.
Russian population is uniquely interested in the internal political stability in Kazakhstan and is configured to support for President Nazarbayev. But it is also clear that the resource confidence of the Kazakh authorities’ acquiescence “of the Russian minorities already exhausted. And there could be any, it is undesirable for the authorities, political and electoral transformation. Is there enough intelligence in the Ak Orda, not to push the Russian people to a passive protest and deligitimatsiyu regime?

Vladimir Putin and the people ... the West and the “fifth column” did not like it embodied Russianness

Vladimir Putin and the people
Russian Prime Minister in the West fear and love at home. Maybe we do not trust him for the reason that we do not understand it?
This week, Russia’s prime minister will be in Brussels. You may bored to answer this: “Well, what is so special?” Meetings of this level between the EU and Russia are held annually, and they soon become commonplace, even if their members will avoid recriminations. But this time something “so special” can still occur. Russia for several months produces signals that would like to move relations with the EU from irritable political arena in the field of Russian economic modernization, and the prime minister to achieve this objective will bring with him a large delegation of ministers and businessmen.
As always, there will be mass obstacles to getting the investment in high-tech industry, sought by Russia. Last but not least it is caused by the imposition of a new sentence once the country’s richest man, Mikhail Khodorkovsky, which mildly reduces the credibility of the business climate and justice in Russia. But the main obstacle on the one most likely to say no. The external world, and especially in Europe, and within it especially in Britain, there is a problem with Russian Prime Minister Vladimir Putin.
There is the image of Putin as a man of hard and difficult, as the enemy of democracy, pulling their country rapidly back to the Soviet era, with its limitations and ambitions. And it reinforces all those historical fears and suspicions, which is the West against Russia. But if many in the West see Putin’s almost a dictator to keep its citizens the freedom to slavery, the majority of Russians looked at him quite differently.
At home, he did something unthinkable, winning and retaining their enormous popularity over the past two presidential terms, plus almost a full term prime minister, and held it during the economic crisis, a series of attacks, a series of natural disasters and man-made disasters, as well as small and not very successful War. Rarely in living memory generation there was such disparity between the perceptions of the same leader at home and abroad.
Why such a difference in the estimates? The answers to this question is given some of the many misconceptions of the outside world about today’s Russia, the embodiment of which is Vladimir Putin. These views can be roughly divided into two categories, which should be called like this: Who is Mr. Putin, and what he did (or thinks he did) with his authority.
One of the darkest shadow that darkens look Putin in the eyes of the West, it is his career in the Soviet KGB, and the brief period when he headed the post-Soviet organization, the KGB’s successor the FSB. This past doggedly pursuing him ever since, as Boris Yeltsin, Putin unexpectedly handed the reins on the last day of 1999. When he became president, his name in the foreign media reports are rarely used without reference to the work of Putin’s KGB.
In this evaluation, there are two assumptions, which in Russia are not considered wealthy. The first - that a career in the KGB is bad in itself. In Soviet times, many thought KGB people smart and noble - a much wiser and nobler than the ordinary and banal policemen. And the committee itself is raising the bar high requirements for their recruits. Brought up on a film about the desperate courage and fearlessness in the style of James Bond, as well as seeing the KGB organization with a rigid code of honor, Mr. Putin at an early age wanted to do in this department. But after school, he was told that you first need to obtain a university degree (which he did).
The second initial premise is that “former KGB officers did not happen” that the culture of the agency and its priorities are fixed in a person forever. Putin worked in the KGB 16 years, the last few years he served in East Germany. However, the level of his job said that he was very far from the top of the hierarchical tree, and could hardly get to it. And the KGB has not been the elite corps, as it was at the zenith of his fame and power. But even in these conditions, Putin did something very uncharacteristic for a hardened careerist of the KGB. After the fall of the Berlin Wall, when before the collapse of the Soviet Union was still close, he resigned, preferring to work on one of the most progressive leaders of Russia, opposed to the KGB - the mayor of Leningrad (which was soon renamed St. Petersburg), Anatoly Sobchak.
You can tell that he did it in a covert operation as directed by the KGB, although that is not the slightest evidence. More real it seems another assumption: that man had to feed my family, and he knew that the KGB did not offer him a stable job with good prospects. But he could opt for a less radical head. Deciding to work with Sobchak, Putin has just moved to the other side of the fence.
This is so, say his critics, but when Putin became president, he brought to power all of my colleagues from the KGB, making post-Soviet Russia KGB officers in the updated state. Tell me who your friends are and I’ll tell you who you are. But this is not quite true. Any person who ascended to the pinnacle of power, but by not having a power base, you need a safe environment. And Putin’s coterie could not enter former KGB officers. It should also be noted that when Putin came time to choose a successor, he refused to “safe” as they could find many options with someone from the security services. Dmitry Medvedev has never worked in the security services, and even his bitterest enemies can not assert this.
Most Russians are mainly seen in the former KGB agent Putin. And those who look at it that way, do not consider this biographical fact a disadvantage. Rather, they see him as decisive and persistent president who restored order after the chaos left behind by Yeltsin, to ensure that people pay salaries, as well as the fastest growing material wealth in the history of Russia. No matter how cynical nor were the Russians today, few people dare to say that now they live worse than before 1992 - or even 2002-st. “It’s the economy, stupid” - the formula is operated in America when elected Bill Clinton, and it operates in Russia.
Moreover, Russians like Putin as a whole, not only because they see him as a strong man who will not allow the arrogant foreigners laughed at him, and over Russia. They like the fact that he behaves and reacts to things the same way as they are: sometimes rude and careless. They recognize one undeniable truth: almost 30 years of constant change and unpredictability, and then Putin as president gave them a pleasant and a welcome respite.
They also like how skillfully and revealing he is organizing his summer holiday. Last year he drove on the yellow “Lada Kalina” in the Russian Far East, Amur tigers hunted, rode bareback on a horse in the Russian wilderness, engaged in polar bears. His fantasies are much like their own. But this impression is beginning to wane. Sing the song Blueberry Hill in the crowded celebrity hall - it’s probably too much, even for the sake of charity. But Putin - a boy from a humble family, whose older brother died during the siege of Leningrad, who grew up in a communal apartment, who became an ace judo, not afraid of school bullies - he lived the same life as most of his countrymen. And it resonates in their souls. Like them, he was a product of great change, like them, he survived these great changes.
Even those who understand Putin, Russia raised him understand the transition period, however, condemn the way he, in their opinion, exercises its power. The list of accusations is long, and not all of his detractors are willing to subscribe to each item, but here’s a summary. He started a new conflict with the Chechens, these people say, and then ruthlessly carried out the war, first to secure an election victory in 2001 (both in the text - approx. Perevi.) And then to show Russia who’s boss . He walked away from democracy and human rights, which gave the country Yeltsin, he shut down independent television stations, banned the activities of many non-governmental organization, gave a sanction for the murder of critical journalists (Anna Politkovskaya, for example), and has outlawed many demonstrations in defense of democracy . Being a man of autocratic, he began to build a structure known as the “vertical of power”, or pyramid, in which all power is locked on him. To this end he abolished direct gubernatorial elections in the regions.
He was intolerant of opposition to his personal power. That’s why he threw in jail tycoon and head of Yukos, Mikhail Khodorkovsky. He allowed to chase and kill the enemies abroad (the prime example here - polonium poisoning in London of Alexander Litvinenko). His greatest aspiration - to recreate the Soviet empire. Hence, regular gas dispute with Ukraine in the winter, as well as war with Georgia in 2009 (both in the text - approx. Perevi.), The purpose of which one - the creation of exclusive zones of influence. The result is that he is in spirit the Soviet leader, seeking to return the country to battle the cold war.
Here, from the outset it must be said that the prevailing views of the West for many of these activities and the prevailing views on the Russians are very different from each other. Where we see the heroic Chechens rightly claim to statehood and self struggling with the imperial enemy, Russian see a nasty threat that must be eliminated, and to pacify Chechnya within Russia. The oligarchs, and especially the Jewish oligarchs (and such a lot) is extremely unpopular in Russia and did not have any Putin that there was a unpopularity. The idea that Khodorkovsky could choose to fight with Putin, even in the most free and fair elections, it seems simply absurd and ridiculous. The same applies to the oppositionist tireless activist and former chess grandmaster Garry Kasparov. The fact that people of the West was a glorious era of freedom under Yeltsin, many Russians was a time of chaos in the country, which humiliated and disgraced her drunken head. After this, Putin saw a man, to restore not only the order, but national dignity.
Russians do not want to also see the other side of the gas dispute with Ukraine and Georgia war. Like it or not (and many foreigners do not like), but Russia, in both cases were strong arguments in their defense. Ukraine does not pay the bills, but Georgia attacked Russian-supported South Ossetia. Post-Soviet Russia is only now beginning to realize that less crude and clumsy reaction could give her the desired result with less cash losses and damage to their reputation. Putin praised for what he did the right thing to protect vital national interests.
The rest of Putin’s harder to defend. This is partly due to the fact that there are genuine disagreements over human rights, and a presence in Russia, resentment toward the West, generated a feeling that many western countries are applying double standards. But this is only partly - for, say, in the case of the murder of journalists and political opponents of the president can not be blamed directly, but it can be blamed for creating a certain atmosphere of permissiveness and impunity.
But the accusation that Putin was antidemocratic and greedy for power - for Russia and for himself, is a misunderstanding of a special kind. If you look at the situation in Russia, Putin does not seem to expansionists. His saying that the collapse of the Soviet Union was “one of the greatest geopolitical catastrophe of the century”, has found a wide response among those Russians who remember the days when the USSR was a superpower. This does not mean that Putin set out to restore the Soviet empire. On the contrary, he signed a border treaty with almost every Russian from the neighbors. Problem, which he inherited from Yeltsin, was to teach ex-Soviet citizens that they are again the Russians.
As for the allegations about the personal love of power to Putin, this is not what it might mean an attempt to create a vertical power structure - has proved only partially successful. He inherited a country in which the management and administration of any kind has been split into parts. Abroad, his efforts to the centralization of power have been interpreted as a desire for greatness and power. But these efforts do not reflect the power of state and presidential power and its weakness.
All the assertions about the personal love of power Putin refuted by the choices he made three years ago. Despite its immense popularity, he rejected the offer of the Duma (Russian Parliament) to amend the constitution and go for a third term, saying that if the president will ignore the constitution, it will end the rule of law. Somebody says that he continues to rule the country, through his protégé Medvedev. But even if at first it was so, every month is different. Theoretically it can go for another presidential term at the next election. But it is quite possible that he was more attracted to the prime minister, which is associated with the practice and everyday life and requires management skills.
So the arguments in favor of Putin there. And there are quite a fair argument that, unlike some regional leaders he has no need to manipulate elections, as it surely will come to win without it. But it is fair to say that not all Russians feel the closeness with the former president and now prime minister. Inner aversion to it firmly lodged in the minds of the most sophisticated intellectuals, which resembles the attitude of some Britons to Margaret Thatcher. In their fears and apprehensions they are similar to skeptical foreigners (in matters of democracy, the conflicting demands of freedom and stability). But here there is a strong smell of snobbery.
They do not like it embodied Russianness, because they see it as a plebeian and rough. It is difficult to understand why people yield to them socially and intellectually, must submit themselves and their country in the world. In this they are at one with the people of the West who view Russia as an aggressive bully, not recovered from a nostalgia for the empire. And their views and ideas are mutually reinforcing.
Defend such an assessment would be difficult, if elected president Dmitry Medvedev’s second term, which is possible because the election will be held next year. If this happens, all probably quickly forget that without the patronage of Mr. Putin who has mastered this blogging and Twitter lawyer from prosperous families teaching would never have ended up where he is today. And in this case the post-Soviet transition is finally completed.
